I given order to Settler unit to mine. After while unit have maximum green time and still under M command.

The Settlers unit cannot build mine... how could you give a mine order?

Sorry worker (I'm still not used this workers units originally settler has function of worker too.)

Yes, I have seen in other versions of Civ where the Settler has all similar functions as Workers, except Settler also builds cities.
